When I go to my Registry Editor, in the "Net Framework Setup -> NDP -> v4 -> Client -> 1033" I can see a registry with the name "Release" and the Data "0x00070805 (460805)" which is the correct number for Windows 8.1 which is my OS. When I go to the Windows Features it doesn't show the .NET Framework 4.7, only the 3.5 and 4.5.
